Update
The downtime is complete, new database node is installed. Metrics are still down, and notifications are currently delayed while we get our cron scheduled back up.

In an effort to solve ongoing connectivity and load issues we've been experiencing, we will be moving to a different database node with a different backing storage volume. This migration will cause a brief period of downtime estimated at 15 minutes where all portions of the site will be inaccessible.
We expect this migration to clear up all connectivity issues we have been experiencing, and further extended downtime should not be necessary.
